The short answer
If you want your dog restrained during normal driving so they cannot climb into the front, jump around, or distract you, a standard seat-belt-attached harness or tether clip will do the job at the lowest cost.
If you want a restraint that has been independently crash-tested and shown to limit your dog’s movement in a collision, you need a system that has passed recognized crash testing, not just a product that calls itself a “crash-tested harness” because the word is unregulated.

What it does not do: It does not absorb crash energy. It does not distribute impact force across a large area of the body. It relies entirely on the strength of the stitching, the D-ring, and the plastic clip. If the tether is too long, the dog can still be thrown forward inside that arc. If the clip fails or the stitching rips under load, the dog is unrestrained.
In other words, this system is a restraint system, not a crash protection system. The language on many product pages blurs that line, which is why the next category matters.
Type 2: Tether clips and lap-shoulder belt anchors
This category overlaps with Type 1 but includes simpler options like a tether that clips directly to the seat belt buckle without a full harness, or a belt loop that routes the vehicle’s own seat belt through a strap on the dog’s back.
Some products feed the car’s lap and shoulder belt through a harness channel so the vehicle belt itself becomes the restraint. That setup is closer to how human seat belts work and can spread force better than a short tether alone.
Others are just a clip-and-leash solution that attaches to the seat belt latch. These are the most basic option and the least protective in a severe stop.
What it does well: If you use the vehicle seat belt routed through a proper harness channel, you gain better load distribution than a short tether alone. It is also usually quick to attach and remove.
What it does not do: A simple clip tether still allows forward excursion equal to its length. Routing the vehicle belt helps, but without independent crash testing of the exact product combination, you cannot know whether the belt path, the harness material, or the connection point will hold under real impact forces.
Type 3: Independently crash-tested restraint systems
This is the category that actually answers the question most buyers are asking when they search for “crash tested.” A crash-tested system is one that has been subjected to controlled crash testing by an independent organization, not just tested by the manufacturer who sells it.
The Center for Pet Safety is the leading independent testing organization in the United States. Since 2013, it has crash-tested commonly available pet restraints using realistic test dogs and shared the results publicly. Subaru has collaborated with the center on that testing program.
Products that earn a Top Performer ranking from the center have met specific performance thresholds during crash simulation. In the center’s early harness testing, the Sleepypod Clickit Utility harness was the only harness tested to earn that top ranking. It was the only one that consistently kept the test dog on the seat and was assessed as offering substantial protection to all passengers, including the dog, during a crash scenario.
More recently, some companies have pursued their own crash testing using protocols based on federal child restraint standards. One company tested its restraint system at an accredited automotive facility using instrumented crash test dummies and UN child restraint standards as the reference. Another company published a study comparing multiple restraint styles and found that the existing certification framework can allow products to be labeled as crash tested even when measured forces on the test animal were extremely high. That study argued the testing standard needs to measure animal well-being, not just how far the test dummy moves.
What it does well: A properly crash-tested system gives you documented evidence that the product performed beyond the level of a standard tether under simulated impact. It limits how far the dog moves forward, keeps the dog on the seat, and distributes forces across stronger parts of the harness.
What it does not do: No restraint system eliminates crash risk entirely. Dogs were not built for highway speeds or sudden deceleration. Even the best-tested systems cannot erase the physics of a collision. The goal is reduction of injury risk, not elimination of it.
Why the labeling language is so confusing
There are currently no mandatory United States performance standards or test protocols specifically for pet car travel restraints. That gap is why the Center for Pet Safety exists and why independent testing is so important.
Because no government standard applies, any manufacturer can call a product a “crash-tested harness” without having it tested by a neutral party. Some companies do test their own products and share results. Some do not. The difference is not always visible on the product page.
When you see a claim, look for:
- The name of the independent testing organization
- The test protocol used, such as a federal child restraint standard or a recognized automotive test
- Whether the specific product model was tested, not just the brand line
- Publicly available results, not just a seal on a box

How to match a restraint system to your vehicle and dog
The right choice depends on three practical factors: your dog’s weight and build, your seat type, and how you actually use the car.
Dog size and body type
Small dogs and puppies often do well in a carrier or a crate that is secured in the cargo area. A crate that has been crash-tested gives the highest level of containment for small animals because the dog is enclosed on all sides and the crate itself is anchored to the vehicle.
Medium to large dogs benefit most from a harness system that routes the vehicle seat belt or is attached to a backseat bar. A tether alone is usually too short to be safe for a strong dog that can lunge, but it can work for calm dogs in small cars where forward movement is already limited by seat geometry.
Heavy, strong, or reactive dogs that jump or brace against movement need a system with documented crash performance and a connection point that matches their weight rating. Check the manufacturer’s weight guidelines and do not exceed them.
Vehicle seat type
Bench seats give you more room to anchor a restraint across the width of the seat. Backseat bar systems, which clip onto the headrest posts and run a tether across the bench, work well on many SUVs and sedans with bench rear seats.
Bucket seats limit your options. A tether that clips to the seat belt buckle is often the only feasible choice unless you use a carrier or crate that fits between or beside the bucket seat. Some owners use a cargo-area crate in the back of an SUV or wagon and keep the dog separated from the passenger zone entirely.
Trucks with cab configurations vary widely. A crate secured in the bed with a cover works for many pickup owners, but the crate must be anchored to the truck’s tie-down points, not just left on the bed liner.
Cleaning and daily routine
A harness that clips to the seat belt is fast to attach and remove. A crate is more work to load and secure but keeps the dog contained even when you are not driving and protects the seats from claws and fur.
If your dog sheds heavily or digests treats poorly, a crate with a washable liner may save you more cleaning time over a year than a harness that lets the dog shift around on the seat fabric.
If you carpool or share the vehicle with other drivers, a harness-and-tether system is easier for multiple people to use correctly every time. A crate requires everyone in the household to know how to secure it properly.
